National Operations Forum


The Office of the National Rail Safety Regulator (ONRSR) strives to achieve increased national uniformity and consistency in operational matters across the country.

A key means by which the ONRSR seeks to achieve this is via the National Operations Committee (NOC) which is chaired by Peter Doggett, Executive Director National Operations. The NOC is a monthly meeting that all ONRSR state Branch Directors attend as well as the Regulators from those states yet to pass their Rail Safety National Law.

An important part of the stakeholder engagement strategy for the ONRSR is to provide forums for industry to have open and honest discussions with key decision makers within the ONRSR. 

The monthly gathering of all key operational decision makers at the NOC presents a great opportunity whereby multi-jurisdictional operators can meet and discuss issues with all jurisdictions present at the same time. 

A forum has been facilitated which is an adjunct of the NOC – with the NOC being an internal ONRSR meeting but then utilising the same people to be available for discussions with operators in the form of a National Operations Forum (NOF).

The NOF is a two-way conversation. It is an opportunity for an operator to present ideas and/or concerns to the group, and in return it provides an opportunity to shed light on the reasoning behind regulatory decisions made by the different jurisdiction represented. 

The intention is for all parties to gain a greater appreciation of the decision making processes we all follow, and hopefully lead to a greater shared commitment to improving rail safety.

Only one operator is invited to the NOF each month, which provides the opportunity for honest discussions to take place, in which there are no issues regarding competitors being party to those discussions.

The monthly NOF meetings are held on the second Thursday of the month, in line with the NOC calendar.
