Cost Recovery: Time to complete Management and Control Assessments

In preparation for the new national cost recovery model which, subject to Ministerial approval and legislative amendments, will come into effect from 1 July 2023, accredited commercial operators required to undertake the Management and Control assessments can do so via the ONRSR Portal. These will need to be submitted by 2 December 2022.

The assessments do not need to be undertaken by Tourist and Heritage operators, private siding owners or those operators that have been contacted by ONRSR as potentially satisfying the less complex fee category.

The Management and Control Assessments form a key input into the risk profiling tool used for cost recovery purposes and include:

Use of appropriate safety technology

This assessment is based on an operator’s hazards appropriate to their operations and the types of technology applied to mitigate / manage those hazards.

Safety Maturity

This is an assessment of an operator’s safety maturity as reflected in its systems and processes.

Operators will complete a questionnaire containing 30 questions relating to the following six factors:

  • Leadership
  • Communication
  • Continual Improvement
  • Control Assurance
  • Consultation/Engagement
  • Change Management

These assessments need to be completed by 2 December 2022. If the assessments are not completed by 2 December 2022, the maximum risk scores will be assigned.

Review of Assessments by ONRSR

Once completed, the assessments will be reviewed by ONRSR. If ONRSR requires further information, we will contact operators during December/January.

If a score adjustment is required, it will be done in consultation with the operator.

These assessments are required for populating the risk profiling tool under the proposed cost recovery model which, subject to Ministerial approval and legislative amendments, will come into effect from 1 July 2023.

The assessments are due by 2 December 2022.

These assessments will be required to be reviewed every three years, but operators can update them if required in the interim. If updates are made, the assessments will need to be completed by 31 December each year to be captured in the risk profiling tool for the upcoming financial year.

When completing each Technology Maturity Assessment Template you must list the technologies you have in the appropriate maturity box and the % of your operations this covers. You must cover 100%.

All questions are mandatory – before submitting, please ensure that you have completed all questions.

The information will be primarily used for cost recovery purposes, however, all intelligence available to ONRSR may be accessed to support our regulatory responsibilities.
