2026-27 Annual Fees

ONRSR is currently engaging with governments to update the rates that will determine the annual fees to be paid by operators for 2026-27. Annual fees are set out in Schedule 3 of the Rail Safety National Law National Regulations 2012 (national regulations).

The change to annuals fees for 2026-27 will be impacted by:

  1. applying the consumer price index (CPI) of 2.8% to ONRSR’s cost of regulation
  2. a reduction in government contributions, resulting in a corresponding increase for industry within those jurisdictions (fee rates for operations in New South Wales, Victoria and the Northern Territory are expected to see a higher average increase - 11 per cent, than other jurisdictions - averaging 4 per cent)
  3. the kilometres of track managed and/or the distance travelled by trains reported to ONRSR. These reports will determine the variable component of annual fees.

In June 2026, ONRSR expects to be able to advise accredited entities of their annual fees for the coming year – this will follow Ministerial approval of the amended regulation.

Invoices will then be issued early in the 2026-27 financial year, which will be due for payment by 31 October 2026 (as required under Rail Safety National Law).

Annual fees are not subject to GST.
