The use of a work program is ONRSR’s way of planning regulatory activities across the country and is designed so that regulatory activities are carried out in a coordinated manner. ONRSR takes a risk-based approach to the design of work programs which focus resources towards the most significant risks to rail safety and to those areas with scope for improvement.
ONRSR captures intelligence, data and information from a wide range of sources and then considers if this presents any risks to rail safety. Part of this consideration is looking at the relativity of those safety risks. This enables ONRSR to prioritise regulatory activities towards duty holders that have the largest potential impact on the safety performance of the rail industry and conduct most of Australia’s railway operations. This means ONRSR prioritises regulatory attention.

Complementary Regulatory Activities
As a responsive risk-based and data-driven regulator, ONRSR undertakes a range of structured projects and regulatory activities. For further information regarding these activities contact your local ONRSR office.

As part of the National Operations Work Program, ONRSR has taken a structured approach to identify seven National Sector Safety Themes. These themes are one component of the work program's 'responsive activities' stream.
